Rex TD install issue

I am trying to run the installer for Rex TD Enhanced and get the following error: "source file not found: c:\users\brad\desktop\rextd1.cab verify that file exists and that you can access it".  I'm not sure what this is and how to correct it.  I had TD on V3 and haven't messed with the settings outside of PTA.  Can someone point me in the right direction?  Thanks
