can't find it; is there one and if not where do items that are suppose to go there actually go thanks

It is not there. If you want one, you can create one - recommended to be outside of the main P3D folder.

Look in C:\Documents\Prepar3D V4 Add-ons.  That's where they all go.  To get them there, you need to check out he Addon Manager (freeware) offered by LorbySi.  His forums are hosted here at AVSIM.
