None of the above. It is Ultimate Terrain Europe V2's night lights in P3D V4 with a bit of a tweak to the light texture by me. Basically I increased the radius of he light texture image, made it a slightly different colour (more amber) and made it a bit more opaque The aeroplane, not that you can see it very well, is the FlightSimWare Cessna C441 Conquest II.
