B738 correct lighting at night/

I've seen a few American carriers use wing lights on landing at night in low vis conditions. I guess their theory is the more lights, the more opportunities for planes to spot you before they crash into you.

Not unusual at all.  We turn the wing lights on from takeoff to FL180 in the climb, and from FL180 to after landing on descent.  Most other airlines in the US do the same.
