Are you clicking in the screen? Not the bezel.

You may have to turn off instrument reflections.

The new files worked!  I click the bezel and the popup comes up (not the window).  Clicking Shift 1 does the same.  Yes, the 430 was broken but I replaced what you said and also a line in Vcockpit02 and it's working now as well.  It's all working.  Thank you thank you.  The one thing I notice is the line in bold which seems to say to use ToggleCAR530 but it does show the RXP so it's working with that.

Once again the world is spinning in greased grooves.  :).
