Question about bloom and lens flare

I wanted to ask a question, using the "Steve's fixer" I have to enable the bloom and lens flare effect in the FSX Steam Edition settings? If they are enabled are fps killer? If the bloom and lens flare effect are not enabled the effect in DX10 Preview together with the "Steve's fixer" is still better than the DX9?I saw in the basic guide of the FSX settings of Avisim and also on the user manual of the "Steve's fixer" that both effects are not enabled in the screenshots inside them, so I was reminded of the question whether they should be enabled or not.
