Streaking lines when panning in VC

I recently have been changing some settings with my display and graphics and have been starting to notice that when panning inside the VC, I get little streaking lines.  I've read about tearing so I am assuming that this is what I am seeing.  This is a very broad question, but do you know what could be causing this?  It isn't a real game breaker for me but I'd like to fix it if possible.  My PC specs are below.  Let me know if there is any other useful information that I can provide.  If anyone can point me in the right direction to what I should be looking out for I would appreciate it.  I won't be able to get to my sim until tonight (USA) so if you need info I might not be able to respond for a while.  Thanks

AFAIK tearing occurs mainly when you're panning up and down and looks like a discontinuity between an upper and lower screen area. Vsync is the mechanism to address it.

I don't seem to get tearing in P3D regardless of the Vsync setting either in the sim graphic setting or in Nvidia Inspector (the later I've read many times does not function in P3D.)

That said, I do use Vsync in sim as a frame rate limiter,  with frames set to unlimited, as this generally gives me the smoothest experience. I'll switch my monitor between 30hz and 60hz depending on what and where I'm flying.

I have a  Dell 34" Curved monitor U3415W (specs below).  What HZ should I be running for best performance? It has 60hz Vsync rate at max performance.

Can it do 30 Hz?

A lot of people with 3K~4K monitors end up targeting 30 FPS at 30Hz.
