Atc repeating ... decent to 10000 .... when i am already on that alt. ( 5 min. )

Check your barometric altimeter...Standard 29.92 Flight Level or local pressure.

Since updating to 2.4, P2A is not reading the altimeter from FSX. It doesn't see your altitude correctly.

P2A reads the altitude from the SIM, not the altimeter.  You may need to set the Allowed altitude variance to a higher number.
