default 737 speedbrakes

Been flying the 737 more and noticed that the in the air, once the speedbrakes are toggled, they won't retract unless using the specific 3 command on the keyboard.  I had the "toggle speedbrakes" mapped to a key on my joystick and couldn't figure out what was going on.  When I sat motionless on the runway they would toggle back and forth.  But once in the air, they would only come up but not back down.  Am  I missing a step here or is this a bug ?
