How would I create my own??

Look for FSEarthtiles, you can spin Reno scenery easily and I can send you my configuration file which would be a big first step for you.  There is also Reno 3D scenery in the File Library which adds all the major casinos and overlays over photoscenery quite well.  With FSEarthtiles you can set your resolution as high as you prefer, higher than MSE.  Coastal areas are a pain but inland areas like Reno are quite easy.  I used to live in Reno/Tahoe and when I lived in the Napa Valley I visited Reno often, quite lovely up there, much more laid back than Vegas and has Virginia City nearby which I loved to explore.  I would always stay at the Nugget, loved the expansive hotel, their restaurants, their amazing indoor pool and spa, and their live entertainment.  Sparks is even more laid back than downtown Reno.  I used to be a Controller for Harrah's resorts and supervised their non-gaming revenue centers for Reno and Tahoe back in the early 90's, before I became a hotel IT systems instructor.

You need to know how to search the web, Google is your friend.  I would suggest that you might not be ready for photoscenery and should concentrate on flying first.  You have to use your brain to get into making photoscenery, it does not just materialize and develop itself.  This link will help you, but you must read it, you must remember that all good pilots use checklists when they fly......

Are there any Reno Air Races Missions/Scenarios in P3DV4?

No.  Because their are no racing aircraft in P3DV4.
