Is there any thing we can do to fix the upside down textures on the wing tanks that are not supposed to be there (maybe using Photoshop or ImageTool)? Or do we have to wait for P3D to fix it?

Not easily. The tanks have been mapped to the same texture as the tail, so any changes you make to the texture will affect the tail as well.

It should be possible to edit the model in MCX to correct the texture assignment, the that's not a simple job for the novice. 

If you have the old CS C130 you could substitute the models though.
