Airport is currently IFR, Request denied....what are the settings?

Hello,I have a 3 to 4 miles visibility , I am not allowed to takeoff...What are the settings controlling the allowance to takeoff or land? If there are some settings !Thanks in advance

What was the ceiling? Hello,1/ The ceiling is more than 1000 feet above the airport.2/ IFR file?? Where? I am NOT god ...only his assistant ! (lol)Thanks in advance

You use the flight planner to plan a route and then file it with ATC. It is all explained in detail in the manual.Pat

I usually switch frequencies so I don't hear ATC ragging on me, then land anyway, lol
