That sounds like the database file is not accessible.  

Try running the program as administrator.  Right-click the program file or icon and select "Run as administrator" from the menu.

If that doesn't work, Check to be sure the P2ABaseData.mdf file exists in the Data sub directory.  If it does, first try deleting the P2ABaseData_log.ldf file.  That file will be rebuilt when you start P2A again.  If the file does not exist, or if deleting the .ldf file doesn't work, then do a full install of P2A because somehow you have lost one of the data files.
