The cursor control increment, decrement and select are bound to custom PMDG Keycommands.  Here you can make a key assignment for use by either your keyboard or when a controller button/switch is mapped to a keycommand, such as with FSUIPC.

Well my intention is to fly with FS2Crew and hopefully Bryan will be able to get the FO to work the new ECL, but if not, its easy enough to understand.
