They haven't announced the pricing yet, but generally speaking, the expansion is not going to be anywhere close to being as expensive as the base pack anyhow. For instance, the 777 and 737 for P3D were $135 and $70 respectively, whilst their expansion packs were $30 and $25 respectively. That said, they did say the following:

I got confirmation it is required. Also to get support, you need to be on a 4.3+ platform.
