The utility is named MSI afterburner (must have rivatuner enabled)

Interestingly, I could get just about the same FPS using a few tricks like turning off shadows, putting buildings to medium, and staying with Opengl, which was faster in aerofly than Vulkan.

The difference is that the new card and drivers seem to really like Vulkan, and now i can hit those frame rates with everything turned on, with no problem; that includes the advanced anti aliasing that comes with the Aerofly Vulkan implementation.

Vulkan now appears to be faster on this card than OpenGL, which is a complete reverse.
