Try this:

 In Windows click "Start".
2. Open "Run".
3. Type in "regedit" and click OK.
4. In the Registry Editor navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\WinTrust\Trust Providers\Software Publishing

5. Double click "State".
6. Change the "Value data" to 23c00 and click OK.
7. Close the Registry Editor
8. Launch FSX:SE

I did a Google search and came up with this.

Try this:

Method 1:

To run a particular application that doesn’t have a valid Digital signature follow the steps mentioned below.

1.      Right click on the file or program (RAASPro.dll.... it will be in your "DLC" folder for RAAS in the main FSX folder.... I forget the number of the folder off hand but you'll be able to find it easy) that you are not able to access.

2.      Go to properties and click “Unblock”.  (I'm not sure if it'll be there but try it).

3.      Try to run the application again.

Method 2:

Follow the steps mentioned below to unblock the files that do not have a valid digital signature to load on your system.

1.      Click on start button.

2.      Type “Internet Explorer” in the “Start Search Box” and select it from the menu.

3.      Click on “Tools” in the menu bar and select “Internet Options”.

4.      Click on “Advanced tab” and locate “Allow software to run or install even if the signature is invalid” under the “Security” category and check the box.

5.      Click Apply and then Ok.

6.      Close the Internet Explorer and restart Internet Explorer.

Greetings,

Method 1 doesn't exist as there is no unblock option.

Method 2 did not work . ( I am unable to understand what has internetexplorer got to do with the DLL file ).

Please advise.

Method 2 worked for another user.  Are you sure you "checked" Allow software to run or install even if the signature is invalid.

Try reboot your computer after doing that.

I can't explain it either, but the other user said it helped him.

Greetings,

Implemented the above procedure, and it worked.

Very strange. Still unable to understand (what has internet explorer got to do with these).

Anyway, Many thanks for your assistance.

Glad you got it sorted.  I can't explain it either.  You appear to be only the 2nd user out of thousands who had that issue.

Computers can be strange 🙂

Cheers,
