FSX-SE "FSUIPC failed to connect" Issue / FSX-SE

I've been having this issue while trying to get FSXWX to run correctly, I've also run through Simconnect and that connection is established, but FSUIPC wont. Here's my install log if anyone can tell what the issue may be

Installer for FSUIPC4.DLL version 4.974
