No need to shout!  That will get you exactly No Where!  What was your original ATC language?  In your FSX/Sound folder is another folder call ATC, which is where the ATC.wav files are stored.  Has that been deleted?

To restore original files you will need to verify your game cache:

To verify your game files please do the following:

1. Load the Steam platform and log into your account
2. Click the Library tab in the menu at the top of the screen
3. Click the List View from the view options on the top right of the screen
4. Right click on Microsoft Flight Simulator X: Steam Edition to bring up a popup menu
5. Click on Properties from the popup menu to bring up another popup box
6. Click on Local files from the popup box menu
7. Click on Verify integrity of game cache from the Local file options
8. Wait for the progress bar to finish verifying your files. Additional files may download
9. Restart Steam
10. Restart Microsoft Flight Simulator X: Steam Edition

I even tried to copy the voice from the FS2004 ATC, and paste it up for FSX: Steam edition, but it's still being Portuguese.

5. Clique em Propriedades no menu pop-up para abrir outra caixa pop-up
6. Clique em Arquivos locais no menu da caixa pop-up
9. Reinicie o Steam

One time in Portuguese.  Please use Google Translate if you have a problem using English.

In FSX-SE, you simply run a repair of your installation and the default ATC will be installed.  There really is no other ATC.  Most ATC in the world uses English as the Universal Language.

luizbayland, try this for FSX:SE.  See if it helps to bring back the default ATC.  If not, reply here.
