How important is CAS on Z390?

I'm looking for a 2x16 32GB 32000MHz kit for my i7-9700K build. Is it worth paying £50 more for CAS 14 vs CAS 15?

Depends if you want to extract every last bit of performance out of your new build.  Yes it will make a difference.  Will it be noticeable? Not likely.

What I'm looking for is memory to complement my i7-9700K and GTX1080Ti but I'm not planning to OC the memory initially. Only as the system gets dated would I want a good OC from the memory, I'm looking for modules with Samsung B-Die chips.
 
As a rule of thumb which of the following 32GB 2x16 kits would you guys consider:
3000 CAS16 £250 (non B-Die)
3000 CAS15 £275 (non B-Die)
3000 CAS14 £350
3200 CAS16 £280 (non B-Die)
3200 CAS15 £350
3200 CAS14 £380

I'd get the 3200 C14 ...especially since you plan an overclock.  In theory, the 3200 c14 should be binned a higher quality than the rest..

I have the 2x8 3200 C14 B-die ..can run my kit to at least 4300, am running it now at 4133 C17.
