Thanks for the correction but even if one downloads today's patch to 1809, the 1903 update is voluntary. Microsoft learned its lesson last October. They figure if you break it you buy it.

From what I can see there doesn't seem to be anything in 1903 that makes a voluntary update worthwhile to me.

No Kidding!  Last year's update about this time broke my Chrome browser.  Took me 10 months of searching for a fix to get it working again!

Volunteering for a Win 10 update is like picking up a warm bottle of nitroglycerin, holding it next to your head, and giving it a couple of shakes.  It makes me cringe just contemplating the possibilities...

Just did the update to 1903 no problems so far

Did a short flight found loading times in P3DV4.5 were a bit quicker than normal at loading so that was a bonus hope it keeps up

The install was a breeze no hang ups there either

On my PC windows 10 before 1903, initially with P3D V4.5 not with the hot update I was somewhere with Active Sky, ORBX and PMDG 747 over NYC at 30 steady FPS.

Same conditions and setup with P3D V4.5 HOT FIX my FPS was fluctuating between 25 to 30 and some micro stutters. To mention I have no tweaks at all.

I did a complete uninstall of P3D and loaded the last version with the hot fix included and I found out that the previous version (without hot fix) was smooth and didn't have any micro stutters.

I tried HT on/off and it didn't help me out while Core 0 was constantly at 100%, I assume that V4.5 HF has something to do with it. I did a test with HT ON and affinity mask of 43690 where now core 0 is unloaded and core 1 now it looks to me is the primary used by P3D and my load is somewhere between 80 to 95% while the other cores assigned by JOBSCHEDULER are even used between 50 to 90% and no micro stutters. I will put my config file with the graphics settings for comparison.

I know it's a big debate about this and different opinions, but those are the results on my PC. I still believe there is an issue here.

Now I did the update windows to 1903, I had an issue with my Samsung SSD 970 driver (on benchmarks ssd was showing slow). I had to do the update via Samsung software. 

The overall Windows and P3D performance I would qualify as to be almost negligible, a bit smooth on P3D.

I was quite intrigued about the findings and went for a complete reformat of my drives, new windows and P3D installation (I have nothing else on this PC) and at the end, my PC

turned out to be what I was looking for except that I had to modify my P3D config with the following changes:

My findings are that this Windows version is finally what people are looking for (in terms of performance, update schedule and operation).

Regarding LM P3D V4.5 HT it looks like they still have ways to go on optimizing the whole software and they need either to listen to beta testers or just new beta testers.

Right now and for along time we keep on having updates with more or less big issues.

Glad it all works so well for you... but each of these computers and software combinations are different, so a Win10 Update logically will not go so perfectly for everyone.

With regard to the 1903 Update offering more performance, TechpowerUp has already tested performance of 1903 on both nVidia and AMD video cards and several different games: https://www.techpowerup.com/255843/windows-10-may-2019-update-1903-gaming-performance-tested-in-21-titles-with-rtx-2080-ti-and-radeon-vii

Notice how any difference in performance between 1809 and 1903 easily falls within the margin of error... not even worth considering updating to 1903 for any performance advantage.

Thanks, I understand that. That's why I mentioned "on my PC". I do hope that will work for the other people as it did for me. 

Regarding the 2080Ti I'll be very honest with you, I had my card returned 2 (twice) for problems and right now I'm still debating if I should put back my 1080 Ti. Somebody was mentioning that they did something with the 2080 Ti but I did not notice any change and the 3rd one in my PC is that is brand new. At least they were behind the warranty, a good thing to see.

Remember that it's always better to wait for a big update to be offered, rather than pressing the "Check for updates" button (Microsoft's advice).

But, equally there's no disadvantage to running the latest version either, so why not?
