Because of the great variations in country populations, I created a spreadsheet to determine the ranking of respondents per million inhabitants. The results quite surprised me as shown below:

  1. Norway 71.2
  2. Switzerland 44.0
  3. United Kingdom 41.0
  4. Austria 35.6
  5. Sweden 33.8
  6. The Netherlands 31.4
  7. Australia 30.8
  8. Belgium 27.9
  9. Canada 25.4
  10. Germany 19.3
  11. United States of America 14.7
  12. Spain 9.5
  13. France 8.0
  14. Italy 6.5
  15. Brasil 1.5

I am very surprised that Germany and the USA are ranked so lowly. I can see little reason for the variations in responses. Can you? 🤔

What could be done to increase both the involvement in simming and the response to surveys?

I don't think that this survey has much to do with simming. E.g . I don't use any nav add-on and hence I didn't see any reason to respond to the survey.

Exactly. If you do a survey outside Tesco about what bread people prefer, your survey result will be entirely from people who like the bread they sell at Tesco. Which might be useful for Tesco to know, but it doesn't  indicate much more than that.

They also dissipate it on place like PMDG, Orbx, Flight1, IVAO etc, etc.  and also it's been told here (where I found this survey), so that should not be the problem.

The problem I see is the combat sim part... seems that not where they push force with... so it's more like "civil aviation flight sim community"...

Most of us know where to find these surveys I assume and I'm sure that I'm not the only one who simply doesn't see a reason to take part in such a survey. Don't think that this is civil aviation thing.
