Is it safe to assume RTX 2080 Super driver will....

....offer monitor vertical refresh of 30Hz?  My current GTX Titan and all recent Geforce drivers allow my Dell 3440x1440 screen to do 30Hz.  I'm contemplating upgrading now to RTX 2080 Super but if it can't support the 30Hz refresh I will need to return it for a refund.

Also, I'm only running 3440x1440.  How much video ram do I need to support this particular screen resolution?

I see no reason it wouldn't do 30hz for that.  As long as your monitor supports it, which it clearly does.
