I have 12 fps in London Heathrow!!!
Is this normal? No!

Depending on your settings in can be normal. As it can be with XP11 also with wrong settings.

Without AI 60FPS. That's the problem about 1 core. If all would be working this would not be an issue

How can you see it’s only on one core? What cpu is it? HT on or off? Affinity mask ?

I’m on a 9900KS @5hhz.
mice used an affinity mask to turn off the HT cores.

first pic is sitting on the ground.
second pic in flight.

I also added British airways AI to Heathrow. Without it I was getting 33-35 FPS on ground. With it active it dropped to 22-23

Will all due respect.. you are overloading your system, as you have now documented..  The remedy is to reduce your AI settings until you get performance that is acceptable to you..

And, if you do not like to see your first core so heavily loaded, use the nvidia NCP to limit your framerate to say 30..

That will instantly reduce your Core0 load and make you smile

Consider this an unofficial warning. Please do not use abusive terms like that again.
