Low gou/cpu usage and stutters

Hi guys, i have a problem. I replaced my gtx 1070 to 1080ti. It is normal that my cpu and gpu usage never exceed 40-50% and everytime p3d stutters ?

It is a clean install of p3d v4.5 without hotfix 2. 

My rig

i7 9700k @5,0 ghz 1,3v max temp 74

Msi z390 Plus

evga sc2 1080ti - newest drivers installed by ddu; max temp 74

2x16 gb ddr4 g skill ripjaws 3200mhz

Navis rgb 360 aio cooler

Seasonic gx plus 750w

Plextor mpe9g m2 ssd 512 gb

addons:

fsuipc

fslabs a321

orbx global, europe, north america

fftf dynamic

Active sky with asca

freemesh x

gsx level 2

tomatoshade without reflection

 

No matter if it is good or bad wheather i cant maintain 30fps stable fps on 4 k res Samsung monitor with 30 refresh rate. Settings in p3d are medium do high.  Its weird because cpu/gpu usage is about 50 %, any of cpu cores dont even exceed 80%. In msi afterburner everything seems normal - core and memory clock ok. 

My test scenario is take off from default klga 33rwy- always stuttery 25-27fps . What can i do? Maybye trying to turn off intel speedstep in bios ?

If the main program thread is maxed out it can look like low GPU usage because the GPU is waiting on the CPU. Usually you will see  your core 0 at 100% and the others a lot lower. Remember your CPU usage statistic is a combination of all cores averaged out.

You can see how this works by using default P3D settings and observe your CPU GPU usage, then start cranking up all the sliders and at a point your GPU usage will actually drop off.

Lets try to read my topic once again:)

My cpu NEVER exceed 100 on ANY of my cores - hw monitor/ msi afterburner. Max is 78% on core 1, core 0 stays about 60%. Thanks anyway
