There is no PTA for V5, See Matt’s comment at the top.,

ERROR: activation failed: Server error

How is this going? No matter whether I use a VPN or not, I can’t activate it
I just reinstalled a computer system and it just changed

The security certificate of Simtweaks has been down since october, meaning the website and the server are not maintained anymore and are most likely shut down

The security certificate indeed is down but if you click to continue you are directed to the website, 

Just tried it and I also am able to login and see my data and downloads.

Is there a way to download pta_2.68.zip ?
I bought it but no way to download it... :

Contact the merchant you purchased this from and ask for a refund. It appears that this is now an unsupported (and unavailable) product.
