No more than 10mm\h rain?

I want to set heavy rain in the custom meteo, but 10mm is the maximum which is not-even-wetting rain, is it a bug?

R5 3600 - GTX 1070OC - 32GB 3200 - NVME - 3440x1440 160Hz - VR(Quest 2)
