Byproduct of all these FPS tweaks = blurries?

Seems to me that after doing some of those tweaks to improve fps on older cpu's (4core i7 with ht on), it messes with the way the sim loads textures. I get a lot more popping and have major issues with blurries. 

The main culprit for blurries I suspect at the moment is setting the cpu time to background processes in Windows10.

I have a different byproduct, possibly to a different tweak?

Yesterday I tried turning on "Hardware-accelerated GPU scheduling" (under settings - system - display - graphics settings on Win10 version 2004).  The framerate didn't increase but the GPU utilization went down from 100% to about 80%.  Weird.  But image quality for me seems the same.
