It only rains if the clouds are very low. 

If the clouds are a little high, the rain stops immediately.

I don't know if this happens now after patch 1.8.3.0 or if it happened before.

It's very weird!

Always been like that - is a bit weird be cool if we could lift cloud height more before it stops raining
