Well good luck with it.  Vsync to 30Hz certainly relaxes everything in my experience, and the same applies to P3D v4.5.   I've always felt fortunate to not have to play the "FPS Chase" game it's just not necessary and finally, hardware can keep up w/ what the sim demands, at least except for my RTX 2070 Super, which needs a serious upgrade.  I played around w/ RTSS scanline x/2 at one point and while video was smooth I forget what happened w/ core utilization but I'm pretty sure the main thread tended to get hammered in P3D when I tried that as a surrogate for vsync to 30Hz, so could set the screen back to 60Hz.  Went back to 30Hz because fortunately I could not tell the different visually or w/ panning, taxi, etc.  To me, the ultimate NEXT improvement will come when I can do vsync to a 60Hz screen, but we're still out a ways for that.

My 10900k runs at 80-90% at some cores to, but overall usage are about 20-30%, and i run it with a 2080ti at 3440x1440 with the Lod at 100 and the rest at Ultra.

I’m at 3840x1600 and LOD at 175. Rest is ultra too. Same 2080ti. 
 

I found by capping the frames to 50 with RTSS, it somewhat lowers the load of the maxed out core, and allows the GPU to perform better. Not ideal, but it is what it is.

Yes that is why your Cpu can work relaxed, but I can't stand 30fps when I fly my Extra 330 LT hard at low altitudes, I like 60 fps minimum when i'm rolling that Lady fast 😎

Yes and very relaxed is a very good thing as it leaves plenty of headroom for study-level aircraft.  Not being a stunt pilot, that would matter much more to me.  For virtual speed thrills I like Valentino Rossi MotoGP, and for real-world speed thrills the R1200RT helps

Is there any performance benefit to using RTSS instead of the Nvidia control panel to lock the frames?

Apparently is has lower latency. Nvidia is 2ms and RTSS is only 1ms. 
 

Oh, and RTSS helped with frame time too. Which is a plus.
