Looks like it is a bug.  Not a showstopper.  I am sure there is a super easy fix for this some file needs fixin (there has to be a work around)

I hope @simbol or @Rob_Ainscough can let the LM team know.

This will probably get fixed in 5.2 or 5.1HF2 in about 6 months as the current update is rock solid.

Turning on cloud reflections on the water fixed it for me.

Yeah on my end.  i did change the resolution in the sim and textures got reloaded and it then worked.

But restarting the sim is brining the same bug back.

Let me try cloud reflecitons

Yep.  This is working for me as well too.  Looks like cloud reflections need to be enabled with using EA.

Try turning Bathymetry on in the sim. Maybe that works as a work around. I have it on and since then it seems fine. It is not always visible I think. Only in some circumstances. Which, I figured not out yet.

I always use cloud reflections so never seen it..

I am insisting on anything else besides the red on clouds.. When that is done I will move on with others..

Turn on "User Vehicle" in the reflections tab under water...
