This could very well be what happened. It would have been helpful if either STEAM/MS explain this at the point of sale, or have this as a FAQ in the (un)Help(ful) section, because you can never get the answer you need from the Help section when you need'em.

Neither Steam nor MS will sell you a preinstalled deluxe version.  In either case you get the standard version and once you start the game it will show you as owning the premium or deluxe content which is available for download.  The same applies to the free Japan and US updates they are nt installed by default you need to "buy" them for free and then download and install. It is what it is.

Whether premium/delux content is worth it is a matter of personal choice. For me 10 airports and 10 default aircraft for what you would otherwise pay for a single payware download is a bargain, I would have paid the extra just for the Steam gauge 172 --  but as people have said if you never use the extra content it is not a bargain you need to make an assessment for yourself.

 

Both Steam  Store and MS Store have advantages and disadvantages.
