E Commerce portal stopped working (resolved)

Trying to purchase the GTN 750 for P3Dv4, and every time I hit purchase I get some sort of error.

The most common one is "Generic processor error: 10069-Payment could not be completed due to a sender account issue. Please notify user to contact PayPal Customer Support."

I am purchasing with credit card, so I don't understand why I'm getting a PayPal error.

Stopped at Payment info, however I have now finished the purchase and presently installing
