I need help with making backlit panels

Ok so in this video right here: https://www.youtube.com/watch?v=GWwiDnhjQlo&ab_channel=TheWarthogProject

now can I 3D print these panels? I dont really have a laser cutter/engraver but what I want to do is 3D print the same 3 layers in black,white and transparent and then glue them and paint them. Now the problem I have is can you laser engrave PLA as he does? If yes how much of the surface do I need to scratch off? Like just the paint layer or? Because the white layer is on top I dont think the light will shine trough it.. I dont really understand how any of this works so can you guys help me? Thanks in advance

The best way I've found is to start with translucent white plastic or plexiglass. Cut to shape and paint one side with black paint. 

On the side with the paint use a laser engraver to create the labels, symbols, etc. The laser will cut away the black paint, allowing light from behind the panel to show thru.
