Under the clouds and than over the clouds, betwin the clouds i got the icing and the pitot heat takes a long time as it slowly kills the ice.

I think so, a little bit ,and it has nothing to do with icing on the windows shure..

But not a professionell on that, just read some Wikipedia how it works

and what it does.
