I believe the Points of Interest are not streamed. Those are handcrafted and when you download the scenery, you get the handcrafted sceneries. If you don't install the update for the Nordic World Update sceneries, you won't get the Nordic handcrafted sceneries. i5-12400, RTX 3060 Ti, 32 GB RAM

It should then download the additional content.
