Yes, this was an issue since day one, but was much better after SU5 until they reverted it in HF2 due to all the complaints about everything being washed out. For me the lighting in SU5 was the closest match to real aerial photos I took from my area when setting the sim to the same conditions, date and time that they where taken. Since HF2 they are no longer as accurate and the scene is far too dark again when overcast or raining, at least on my monitor which is not HDR.
