good fps but panning is awfull

970gtx my weak card . I turned off photogrammetry and all is fine. Had the same stutter altitude issue. Maybe this will help you.

While not wishing performance issues on anybody, I'm actually glad to hear that it's not platform-specific (increases the chances that Asobo will look into it).  Obviously, there can be many reasons for stutters; but if the stutter always occurs at the same spot and disappears by increasing the altitude of the drone camera; there's a very good chance it's caused by the sun.  Since it's repeatable, hopefully it will be easier to discover a solution (especially considering it only started occurring in the last couple of updates).

Thanks for discovering it and sharing your thoughts, it was such an original and interesting case I had to test it to verify as well. 
I did mention in the Zendesk ticket that it was the case for both video cards. 
Hopefully someone on their side will actually try it and be able to reproduce it and eventually fix it. 👍

For general panning stutters (not related to the position of the sun issue), I found that reducing the mouse sensitivity a little made panning much smoother for me. All of the default control settings were super sensitive and I had to turn them all down a bit. When I had twitchy, jumpy, stuttery panning with the mouse, I got to thinking that maybe it was the same issue. Turns out it was. It made a huge difference.

I use Track IR and have no problem panning around and no stutters.

Absolutely. That's why I asked.

I found that lowering my terrain level of detail slider to 60 solved my sluggish panning.

I'm assuming that those with newer CPUs & GPUs can run that slider much higher. I was pleasantly surprised how much that slider drops the performance when at the wrong setting.
