We identified the cause of the issue and will update the hotfix with this change as soon as possible. For those that have already downloaded the hotfix this will only require a client update. Thanks again for reporting this issue and your patience while it gets resolved.

Thanks for this post. I just finished downloading the 5.3 hotfix but didn't install it yet. I will wait for the fix from LM them install the hotfix.  I hope they say when the fixed hotfix gets posted on their site.

I am sure they will and hopefully its out by their usual release date, Tuesday (or sooner). 

For reference, the current client version is 5.3.15.28130

I landed at an overcast airport.  I must say it was actually nice to have the dynamic lights on at the concourse.  In that case it was nicer than being off in the day.

Yes but you get the fps hit with them on, it would be nice if there was a possibility to turn them on with a frequency.

On the linked P3D forum thread, I and one other person have requested this bug to become a selectable feature.
Especially at this time of year in northern climes, daylight isn't wonderful during overcast days and could do with the boost of runway and apron lighting.

fully agree and thank you for requesting this.  I'd love this feature too.  Need to keep my 3090 doing its job!

Currently in cruise so I cannot test for a few more hours.

I would not wait...this is not a fatal bug...and the HF 1 is a very good run....very good!   When the new Client comes out...you only need to uninstall and install that one component...I would not wait just for this fix...
