FSX-MS PAN VIEW IN 2D

I was away for quite awhile from FSX. I just recently start again. I previously in XP could do pan view in 2D panel. Now I have Win 10 and the 2D pan view does not work. I made changes (see red) but still now panning. I know there is simmers out there that can pan in 2D panel. The changes I made should allow me to pan in 2D panel.

Charliearon, I changed Cameras.cfg as per your suggestion but still can't pan in 2D panel.
