4070 Ti super resolution

When this feature is on the gauge resolution is terrible.  Completely blurry and ghosting.  Is that a normal function of the super resolution feature?

If you're talking about DLSS then yes, blurring of fine details can be an issue, You should select "quality mode" to up the graphics clarity at the cost of some performance.

Unfortunately yes.  It's not great for glass gauges at all.  I do use it in VR and use OpenXR to increase resolution though.

I recommend using frame gen with TAA instead.

Is there any real difference between Super Resolution and simply lowering the Render Scale when using TAA? Whenever I have Developer Mode turned on, I notice that Super Resolution seems to work by killing the output resolution to varying degrees, depending on whether you choose Performance or Quality. Perhaps it does something additional that I'm not aware of. Super Resolution could more appropriately be named Mediocre Resolution, but that doesn't market well. By contrast, DLSS 3 truly is a revolutionary achievement.

The Deep Learning part of DLSS? With just lowering render scale, a much simpler algorithm is used to upscale the rendered image back to your native resolution. With DLSS, a deep learning algorithm is used providing much better upscaling results, but it needs the specific support by both nVIDIA and the game. Super resolution can be used by every GPU.

Afaik dlss3 is super resolution.  It was renamed to that after the 4080 came out.
