AMD 7950X3D in msfs 48% faster then 13900k

I am curious about this as well. With current RAM prices it might be prudent to get 2x32GB instead of 2x16 (same speed/latency) but I wonder if there is a caveat.
Overclocking RAM can actually diminish overall CPU performance since the memory controller has to work harder. I wonder if the same is true for having more ram to manage.
More work for the memory controller means the CPU gets hotter which in turn causes the cores to slow down.

Whatever infinitesmally small effect this may have is outweighed by the advantages of more RAM for fire caching. You're overthinking this.
