You only need to lock fps if you have a higher fps in the game than your monitor's refresh rate, what is recommended is 3 fps lower than your monitor's refresh rate, if you have a G-Sync or Free-Sync monitor, no V-Sync is needed if your fps stays above the G-Sync threshold.
