Scratches on windows not fixed

I have noticed (since day 1 when VR was made available in MSFS actually) that the scratches/ fingerprints on the windows that become visible when sunlight hits them are not fixed.

When moving my eyes or head they move slighty with me ... as if they're floating a bit. must be some sort of layer that doesn't match perfectly.

Am I the only one seeing this?

I fly almost exclusively in VR. I have not noticed any scratches/ fingerprints floating or moving.

I see scratches on the cockpit glass, but they are where they should be.
