Ok. To get acceptable FPS and relatively stutter-free in such areas I need to set TLOD 50-100 below 1000ft. 

Make sure you FPS are in sync with you monitor refresh rate if you don't use Freesync of Gsync.
Otherwise you will always have frame drops (stutter)

I have a G-Sync monitor and it is on. I have the GSYNC text showing on screen when in the sim.

Strange, have you try remove your GPU driver with DDU and install the latest one? if you use DDU all cache files will be cleaned as well.

Richard it was less than a couple of days ago you were touting perfection.  Did this just start?  If you haven't already as Ixoye suggested R&R your GPU driver and clean out the shader caches as well.

Yes. At the moment I'm testing 0.4.2.9 in non-expert mode, which has TLOD Min + enabled. With TLOD min at 50 I get 100 if there's headroom for it. TLOD base is 1000ft which is ideal on final approach into major hubs in airliners. 

Just landed at EKCH in the 146 with FPS locked at 65. Unlocked I got FG-FPS 100+ on the ground. Smooth. 

I'd recommend clearing cache in safe mode as @Noel mentions. I don't however think it's necessary to DDU to Nvidia driver though (the impact of the Nvidia apps is miniscule). 

Clearing scenery indexes, content.xml and rolling cache:

• delete .dat files in %localAppData%\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\SceneryIndexes
• delete Content.xml and ROLLINGCACHE.CCC in %localAppData%\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache

Clearing shader cache:

• disable shader cache in NCP
• delete following folder contents (reboot into safe mode):
  • %userProfile%\AppData\LocalLow\NVIDIA\PerDriverVersion\DXCache
  • %localAppData%\NVIDIA\GLCache
  • %localAppData%\D3DSCache
• enable shader cache

Just did that. It seems like it eliminated the freezes, but the micro stutters remain.

I'm Rob, but yeah it was very smooth a few days ago. I have removed everything from my community folder, including AIG (thank god for the add-on linker!). Still getting stutters.

I think I am one release behind. I will try that. 

I am getting stutters at every airport I have tried. I have nothing in my community folder. I have tried Process Lasso but the issue is still there. If I delete the UserCFG and exe.xml files will the sim recreate them?

At least with usercfg, yes. Exe.xml I'm not sure about, might be a good idea to google that. 

Perhaps you've already mentioned it - but are these "hard, game-breaking stutters" or microstutters? Just at low altitudes and at ground - not at higher altitudes? Stutters also at rural/minor airports?

Have you tried locked FPS to e.g. 65 with RTSS in front edge sync? The target FPS in AutoFPS to 60. That's how I get very consistent frame times i.e. smooth when all else fails. Combined with TLOD min 50-100 at major airports. 

Its weird as you've probably got the best rig that money can buy...

Thanks. I will delete the usercfg file and see if maybe something is off there. Regarding the stutters, for example, when I am getting pushback i will see a micro stutter about 3/4 of the way to the end of it. Then when taxiing i will get a micro stutter when changing direction or even sometimes just going straight. In the air I will see if when banking sharply. I have not seen a freeze since cleaning out the driver. 

Do you have rolling cache turned on? If so, try a test with it off. That was a huge stutter problem for me (and others). Many say it causes no issues for them. My bandwidth is such that I haven't had any issue not using it. FS2020 is odd in that there seems to be a number of things that some can't do without issues while it doesn't affect others. Even with high level hardware.

Others might very well disagree with me here, but I don't think it's possible to get completely rid of micro-stutters. I've grown so accustomed to them at this stage that I hardly notice them.
