URGENT - HELP - MSFS won't start - what do I do?

Never messed with UAC on recent windows.   My general experience is when you have trouble copying files, it's due to who has ownership of the folder.  You need ownership to set the permissions.  The popup about "your organization" sounds like you are on pro/enterprise and there's something in group policy that's blocking.

    Have you tried to clean up the infected file using your A/V already?. You're maybe lucky and the file is able to be Ok again. I would recommend you to change your current A/V and use the default

Have you ever signed in to a work or school Microsoft 365 account on your PC? If you have, your Windows Pro PC might be enrolled on their 365 tenant. This is likely to apply Intune policies that will lock down the security on your PC.

If you don't use 365, or only the home version, then this won't happen.

Thanks I have checked security on the folder for an aircraft and it displays FULL CONTROL. The same for the parent folder and also all the sub folders for that aircraft except for one sub folder which does not have the tab named security to select.
