Several major developers including Aerosoft, PMDG, and more have said very recently that they have not seen the SDK yet, and no one said anything to the contrary. Surely they would have had some communication regarding what the difference might be in the sdks.

Jorg says the plan is for SDK info to be released in September. Most likely the only third party devs with access right now are ones directly contributing to content coming with 2024. Tons of MSFS devs never ask upgrade fees despite releasing large updates for their airports. ALL the information we have points to developers not having seen the SDK yet.
