It seems not all ILS have DME. Is that a MSFS thing?

Yes of course you still use conventional means on navigation while GPS overlay provide you help  to identify FAF, GS intercept fixes and etc. No need for actual DME unit or cross radials (given that GPS is IFR certified and database is current). 

It been interesting flying in parts of the world where gps RFI (radio frequency interference) is resulting in GPS being jammed and spoofed and if on approach or departure having to switch gps nav off and making sure dme nav is on etc and having to rely solely on ground based navigation aids, It’s harder than not having gps as the gps information is unreliable and giving false information. 
 

GPS navigation and approach capability, especially RNP ar has been amazing in creating approaches in many places where previously there only was circling etc but recent events have shown how important ground based navigation aids still are in many areas.
