I actually prefer the ground to dry fast after rain ends, because if I'm changing weather settings to make it not rainy, I'm obviously looking for decent weather and that means dry ground.  Being stuck with persistently wet ground would make it a pain to test scenery etc.  The "wet ground if raining" solution has always seemed a good compromise.
