That's extremely frustrating.  Hardware problems are so tough to track down.

Is it possible the GPU is just bad?  That happens once in a while...

Try to RMA it?

  • Sorry I did not read all these messages earlier. My PSU is 600 watt gold, and gpu is 4070. I never had any power problems. In other words I would have bet good money the problem was not the PSU.

Yes I have followed the issues with the overheating, my problem is I can't even get to the menu screen to try to overheat it. LOL, I have a windows\system32\ucrtbase.dll fault when starting,

Kind of sounds like a bad video card from all of the things you tried - not good 😞 

 

 

A fault with the ucrtbase.dll file in Windows can be caused by a faulty application, malicious software, or a damaged registry. To fix this issue, you can try running a malware scan, using the system file checker, or reinstalling the software. 
 
Possible solutions

If you google this you have a driver issue which could be a good thing - last thing I would want to do is return a video card

Look into the driver again and make sure your using the proper driver

You need to use DDU driver cleaner and follow instructions exactly - probably a driver issue - registry prob messed up

If trying the driver install again doesn't fix it, then yeah it could be a bad card out of the box.  Was it new or a used one?  I would definitely try the OCCT tool I mentioned and especially run the GPU and VRAM tests.  It helped me track down that my fairly new 2080 Super a few years back had some bad VRAM and I had it replaced by EVGA under warranty at the time. You don't need the paid version, the free one is just fine.

 

When you run DDU make sure to right click and "run as admin".  I've had issues where NOT doing that kept it from fully cleaning stuff out.  There was a buggy driver about a year ago that was causing black screens for a lot of people.  I DDU'd and went back to the one I had been running for months and it was still happening.  DDU'd again with the right click and run as admin step and reinstalled again and the problem was gone.  After you do the DDU, tell the Nvidia installer to do a clean install as well.  It will clean out any remaining DX caches when it installs.

Yeah I think I have a bad card, I will try to return it it was new, but who knows. I put my 1080 back in and everything is fine again all programs started right up. I'll just keep the new power supply and might wait for a new 5 series card. Thank you all for the help. This is a great community and I appreciate you.

Anthony old drivers can corrupt a new video card - you probably tried everything - try DDU its a pia but worth trying to make sure its not a driver issue - otherwise yah return it - see if you can get a 4080 for around the same money

 Depends how old it is.  They degrade over time and a 9700K is at least 6-7 years old now.  If it is a cheap one on top of the age it could definitely have been the issue, but since it's now doing it on a new 1000W PSU that definitely points to something else.

I hope the OP resolves their problem and they get a refund on the 4070 card.

This is kind of why I don't build my own computers and I let the computer shop build it. If something doesn't work, the computer shop can get it working and they also have the tools and extra equipment to diagnose these types of problems (if I don't have an extra PSU or extra GPU at home, it's much harder for me to troubleshoot problems).

I recently had RAM problems.  My last MemTest on my RAM from maybe 1 year ago, was a 100% success.  I could not get MemTest to show any problems with my RAM. But the computer shop was able to detect RAM problems, I don't know how they did it, and they also exchanged my RAM when they detected it (it's possible that my RAM was damaged in the last year since my last MemTest, but I am skeptical that that happened).

At the end of the day, you pay a computer shop maybe 15% more to build your computer, but you will know that when you get your computer, it's all working. And if it's under the warranty period like my computer was, you can get them to fix and exchange parts.

Of course, this doesn't apply to the OP because the OP was trying to upgrade their card.  Upgrades are probably not covered by the computer shop by your purchase.  But for troubleshooting problems, it's great to have the computer shop troubleshoot for you, when you can't figure out what the problem is.

Anyways, I think it's a huge risk to build your own computer, if you don't have backup parts to swap in and test with, especially if the computer shop is able to do it for maybe 15% more to do it, and they also cover you for warranty for 3 years or longer.
